லடாக்கின் லே, கார்கில், டிராஸ், நுப்ரா, சான்ஸ்கார், ஷாம், சாங்தாங் ஆகிய ஏழு மாவட்டங்களிலும் தன்னாட்சி மலை மேம்பாட்டு கவுன்சில்களை (AHDC) அமைப்பதாக மத்திய அரசு அறிவித்துள்ளது. இதுவரை இருந்த லே மற்றும் கார்கில் கவுன்சில்களுக்கு அப்பால் இது நிர்வாகத்தை விரிவுபடுத்துகிறது.
